Vernal City Housing Study
Working within Utah’s statutory requirements for moderate-income housing plans, RCC conducted a comprehensive analysis of Vernal City’s unique housing challenges. Our study addressed multiple aspects of the local housing market, including moderately priced housing supply, rental markets, veteran housing, student housing, rural homelessness, and the “missing middle.” Through detailed market analysis and stakeholder engagement, we identified specific barriers to housing accessibility and affordability. The resulting recommendations provided actionable strategies for positive market impact, which facilitated the City’s ability to make informed decisions about housing policies and programs. Our analysis specifically considered Vernal’s unique economic conditions, ensuring that proposed solutions align with local market realities while meeting state requirements for moderate-income housing opportunities.
